BACKGROUND

Energy Trust of Oregon is an independent nonprofit organization dedicated to energy efficiency
and renewable energy development. We serve Oregon customers of Portland General Electric,

While we are open to candidates who live throughout Oregon and Washington, staff are expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings.  Energy Trust provides for a range of work location options, including remote, hybrid and in-office work locations.

GENERAL POSITION SUMMARY

The Program Manager – Renewables will split their time between: (1) leading the strategy and day-to-day operation of Energy Trust’s work administering the Oregon Community Solar Program (CSP), and (2) providing policy and strategy guidance and services to the Energy Trust Renewable Energy team. Within the Community Solar Program, this position will direct the work of other team members, manage complex relationships with outside stakeholders, partners, and PUC staff,  provide subject area expertise on a range of affected policy areas, and oversee all elements of Energy Trust’s program operations and customer service responsibilities. As a policy and strategy lead within the Renewables Sector, under the supervision of the Sector Lead, this position will manage the sector’s new product development process, lead and coordinate the sector’s work to understand market needs and barriers, and take on strategic assignments necessary to achieve sector goals. It is anticipated that the Program Manager will initially split their time evenly between these two responsibilities, but over time will reduce their CSP role to potentially a quarter of their time and increase their sector-level responsibilities.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES

Related to the Community Solar Program:

  • Manage a detailed administration contract, leading and coordinating internal teams on program delivery, project budgeting, contract management, and future funding strategy.
  • Manage sensitive relationships with OPUC staff, utilities, the network of community solar project managers, stakeholders, and program administration partners.
  • Manage and oversee day-to-day program operations including project and participant approvals and updates, customer service and complaint processes. This includes developing new operational processes as needed, managing escalated complaints, and addressing difficult questions, as well as directing the work of other program staff on these efforts.
  • Lead efforts to enforce program rules and the program code of conduct. This includes working with other staff to communicating expectations to project managers, managing the program disciplinary process, and identifying and implementing necessary modifications to program rules and requirements.
  • Coordinate with internal Energy Trust support teams to deliver key program services, notably including the Program Marketing, Trade Ally, Legal, IT, Operations, and Finance teams. This includes implementing new strategies to integrate community solar into Energy Trust’s marketing operations.
  • Work closely with OPUC staff, administration partners, and stakeholders to develop solutions to regulatory, technical and social barriers to successful Program implementation. Provide subject matter expertise as needed. Lead policy efforts on behalf of the Program Administration team and stay apprised of national trends and partnerships.
  • Identify and execute strategic opportunities to improve program outcomes, in particular strategies that increase access for low-income customers and that enable greater program participation from community-led projects.

Related to the Energy Trust Renewable Energy Strategy:

  • Under the supervision of the Sector lead, lead the collaborative development of short and long-term strategy to enable the Renewable Energy sector to respond to changing market conditions, shifting customer needs, OPUC priorities, and sector equity goals.  
  • Lead staff engagement in design and market requirements aspects of Renewable Energy team’s internal product management processes.
  • Build and maintain external relationships with in-state stakeholders, national organizations, and peer organizations to ensure the sector’s strategic alignment with market trends and needs.
  • Lead sector’s business planning efforts and process improvement
  • Coordinate with other Renewable sector staff on strategy, goal alignment, business planning and budgeting.
  • Lead special sector-level planning or strategy projects as determined by sector lead.
  • Perform all functions of the job in a safe manner.
SUPERVISORY RESPONSIBILITY
  • It is not anticipated that this position will supervise staff, but it will direct the work of other staff on the community solar program.
  • This position will hire and direct the work of contractors, suppliers and/or vendors as necessary in the course of managing specific programs and other efforts.
POSITION REQUIREMENTS 
  • Bachelor’s degree (in business, economics, policy, science, marketing communications, environmental studies), or equivalent professional experience.
  • Five years of experience in program and/or project management within a business, non-profit or public agency. This experience should include oversight of strategic development, budget management and reporting, and contract management. Candidate should have experience working with multiple, external partners on a long-term project, program or goal.
  • Two years of experience in managing and directing the work of staff, contractors, suppliers, vendors is preferred.
  • Experience working with or in low-income communities or other communities that have been traditionally underserved by clean energy programs is preferred.
  • Demonstrated ability to define strategic market directions and translate these to a coordinated set of program goals, actions, approaches and key indicators
  • Excellent communication and interpersonal skills, including the ability to clearly and confidently communicate complex technical information to different audiences.
  • Understanding of contract administration and risk mitigation.
  • Understanding of utility regulatory environment and political context for Energy Trust’s work.
  • Ability to independently manage complex projects and programs
  • Strong coordination and organization skills, with high level of attention to detail to ensure accuracy and quality of data and information.
  • Resiliency and adaptability to respond to significant challenges in a new market. 
  • Confidence and passion for developing creative and practical solutions.
  • Capacity to navigate social, regulatory, and technical barriers to program implementation.
  • Advanced Excel skills, and proficiency in other Microsoft Office Suite software applications, including Word and PowerPoint.
  • Knowledge and experience with project management tools, software or templates. Experience and familiarity with energy project, real estate, infrastructure or other construction project development.
  • Knowledge of renewable energy technology, development and finance.
  • Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.
