GENERAL SUMMARY: The SF LGBT Center's Economic Development Team seeks an experienced Director of Employment Services. Candidate should approach the work with a racial equity lens and have experience supporting and managing staff working with diverse communities with a wide range of needs and experiences. Role Overview: The Director of Employment Services oversees the implementation of employment services under the general direction of the Director of Programs. Programs include the LGBTQ Employment Program, the Trans Employment Program (TEP), and a specialized access program serving the Tenderloin and SOMA communities. This position has overall responsibility for the employment services program, including: team management, program development, budget management, outreach, external stakeholder relationships, processes and systems for the department, and management of funding contracts and subcontractors.
This position supervises five paid employees (four staff who work directly with clients and a program associate) and may supervise interns and/or volunteers.
Program Management: Under the general direction of the Director of Programs, design and implement initiatives specifically tailored for Trans/GNC/LGBTQ community members that remove barriers to employment and support skill gains for job seekers. These initiatives may include programming which bundle workforce development, economic security, and/or small business services.
Develop, track and assess annual program plans for all employment services programs
Ensure alignment of programming with program priorities and grant deliverables
Ensure data collection and program evaluation that measure program impact. Evaluate program success against established benchmarks and work with the team to improve programs.
Lead collaboration for program outreach strategies with employment services team and marketing team including planning and coordinating outreach events; drafting of outreach materials
Maintain relationships with collaborative partners, professional networks, and other community groups supporting collaborative programs and activities, referrals, and initiatives. Represent the agency in workforce and economic development meetings and events
Serve as the lead in maintaining overall communication with funders and grantors in this work, including Office of Economic and Workforce Development, Human Services Agency, and other institutional (corporate or foundation) funders
Ensure program compliance with all grants, program certifications, and standards including city contracts.
Research emerging trends and strategies in in the workforce and vocational services sector, and participate in long-range program planning
Ensure strong Employment Services Program administration, including reporting, filing, supporting all audit preparation and developing monthly and annual program reports. Oversee client files and ensure client confidentiality for program participants.
Team Management: Model and cultivate a strong and healthy workplace culture with a whole-person approach to management and supervision that supports staff in achieving individual and team goals. Provide supervision in alignment with SF LGBT Center standards for supervision. Directly supervise all employment services staff as well additional Employment Services, interns or volunteers.
Provide direct supervision that ensures each staff member has ongoing support for direct service work, including tools to work with vulnerable clients and community engagement
Create an individual work plan for each staff supervised that supports sustainable capacity for program deliverables and includes professional development strategies
Provide internal trainings and arrange external trainings to support the professional development and build the capacity of team members in employment services
Incorporate team leadership values in team functions and management
Fiscal Management & Fundraising: Overall responsibility for developing annual program budgets and grant/contract budgets, responsibility for maintaining relationships with government, corporate and foundation funders; grant writing (with the support of contract grant writers) and grant administration for the program.
Develop annual program budget that aligns program needs with funding sources including restrictions and/or funding limitations
Serve as the lead for government contracts, including negotiation of contract deliverables and contract budgets, tracking and reporting of program performance metrics and compliance with grant requirements
Serve as the liaison for corporate and foundation funders, including negotiation of contract deliverables and budgets, grant writing, and reporting
Track and monitor program and grant budgets, revise budgets as necessary to meet program deliverables
Coordinate employment services program activities with other agency departments, including financial services, youth and community programs, facilities, resource development, grant writing, communications, data management, volunteer program, and other program teams
Participate in long-term program planning for employment services which informs the long-term strategic goals of the SF LGBT Center
Other duties as assigned
Understanding of the needs of vulnerable LGBT communities, strategies to meet their needs, and ability to work with a broad range of constituents, program participants, and stakeholders representing the full diversity of the LGBTQ and allied communities
Commitment to the mission of the SF LGBT Center and a strong commitment to racial, social and economic justice. A champion for building pathways for people not served by mainstream systems
Experience in supervising staff with a wide range of work styles and a racial equity lens.
Minimum two years of experience working in workforce development and/or trauma-informed case management work
Demonstrated ability to work with a broad cross-section of the LGBT community.? Strong competence in transgender issues and culture is required.
Strong communication and interpersonal skills, ability to maintain confidentiality
Innovative and entrepreneurial approach, including solution-oriented approaches to complex issues. Commitment to alternative organizational structures and leadership models that share power and decision making with team members effectively.
Ability to work in a culturally diverse and fast-paced environment.
Fluency in English is required. Bilingual skills highly desired.
Extremely organized, efficient and detailed oriented.
Excellent computer skills, including experience with Microsoft Office (Word, Excel, PowerPoint, Access, Outlook). Salesforce proficiency highly desired. Experience with project management tools. Availability on some weeknights and occasional weekends
