Job Description

General Description: The Program Manager provides leadership and guidance to Cordell Place, a model award winning model permanent supportive housing (PSH) program for 32 single adults in a single-site apartment building in downtown Bethesda, Maryland. This position will also have oversight responsibilities of additional units in scattered site private apartments. This position is dedicated to serving the most vulnerable formerly homeless individuals utilizing the best practices of Housing First, trauma informed care and harm reduction throughout Montgomery County, MD. The Program Manager ensures that Cordell as well as other scattered site units operate as safe and secure affordable housing that provides high-quality supportive services and efficient operations focused on maintaining permanent housing stability for clients.

Essential Duties and Responsibilities:

  • Leads all programmatic, administrative and operational permanent supportive housing components.
  • Delivers support services using a trauma informed philosophy; and assisting tenants taking ownership of their community and empowering them to act in their own best interest and ensuring that the rights of individual tenants are upheld along with the rights that all tenants have to a peaceful existence in the community.
  • Monitors and evaluates performance of a clinical team consisting of two Case Managers who provide intensive on-site services to residents.
  • Supervises front desk supervisor, building maintenance, and property management teams.
  • Acts as a coordinating support for the Cordell Tenant Council.
  • Facilitates collaboration between Case Managers and Property Manager towards ensuring client housing stability.
  • Oversees tenant selection and rent calculations in accordance with HUD Continuum of Care funding and the Montgomery County Coordinated Entry System ensuring adherence with all contractual policy and procedure requirements.
  • Provides direction and oversight of property management staff and works closely with the property management companies to ensure compliance with local and federal regulations and rent calculations.
  • Responsible for grant compliance and reporting for local, state and federal partners, and functions as liaison between MCCH and Montgomery County contract monitors.
  • Ensures accuracy and completeness of all resident data in HMIS – Service Point and ensuring that all client files are accurate and follow MCCH’s standards.
  • Initiates and collaborates on the development of new program activities to enhance housing stability for residents; and trains staff on client clinical needs as well as MCCH vision, mission, protocols, and procedures.
  • Provides assistance with funding applications and program development as requested.
  • Ensures on call availability to provide guidance 24 hours per day.
  • Other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Master’s degree in a human services field, clinical license preferred.
  • Minimum of three years of supervisory experience.
  • Hands-on experience in social and human services field dealing with diverse populations. Knowledge of effective strategies to work with addiction and dually diagnosis populations.
  • Knowledge of the methods and procedures of case management that include self-determination, harm reduction, trauma informed care and motivational interviewing.
  • Ability to negotiate and facilitate positive relationships between tenants and co-workers.
  • Understanding of the homeless assistance system and the needs of individuals and families who have experienced homelessness.
  • Ability to advocate for, and understand, the core principles of Housing First
  • Ability to manage the Cordell program budget and maintain fiscal accountability.
  • Ability to comprehend and follow guidelines of federal, state and local grants and contract agreements; and to administer project-based rental assistance requirements.
  • Proficient in Microsoft applications including, Word, Excel, PowerPoint and Outlook.
