BACKGROUND

Energy Trust of Oregon is an independent nonprofit organization dedicated to energy efficiency and renewable energy development. We serve Oregon customers of Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas, Avista and SW Washington customers of NW Natural. GENERAL POSITION SUMMARY

Energy Trust’s Innovation and Development team is a new function within Energy Trust. The team has a dual focus on identifying and pursuing new external funding opportunities and on supporting innovation initiatives. Through innovation and development, the team works to overcome barriers that prevent people from benefiting from energy efficiency and renewable energy. The team is focused  on understanding the unique needs and perspectives of the diverse population of customers Energy Trust serves.

The Senior Program Manager - Innovation and Development is responsible for cultivating, developing and delivering new funding opportunities for Energy Trust, furthering the impact of the organization’s core portfolio of programs and services. The position requires a high degree of acumen on customer-centered innovation and development practices and an understanding of the organization’s mission and purpose. The Senior Program Manager must have strong intrapersonal skills to develop collaborative relationships with colleagues and external partners. The Senior Program Manager  manages and leads the development of ideas and new funding opportunities through all stages of development: from ideation to funding proposal development, through to post-award contract negotiation, setting up the funding in internal systems, and finally supporting the staff to take on implementation.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES
    · Cultivate and maintain relationships with prospective partners and funders and track these relationships using an internal CRM database.
  • ·         Oversee customer centered product development and innovation practices. Provide coaching, mentoring and consultation on product development and innovation project management to teams and staff at all levels in the organization. Champion innovation and grow the organization's long-term innovative capabilities.
  • ·         Represent Energy Trust interests with state, regional and national stakeholders including but not limited to:
    • o   Serve on state and regional stakeholder working groups, associations and boards
    • o   Represent Energy Trust in engagements with elected officials and senior staff at government agencies
    • o   Develop new relationships with public, private and non-profit sector partners
    • o   Present at industry associations and conferences
    • o   Present and interview with funders during competitive solicitation processes
    • ·         Manage and oversee the completion of system and process improvements that enhance the organization’s ability to identify, pursue and manage new funding opportunities effectively.
    • ·         Serve as internal liaison to other Energy Trust departments, collaborating with other groups to: establish awareness for the need for innovation and new funding; help match those needs with potential funders; and determine the suitability of different funding opportunities.
    • ·         Collaborate with policy and communications staff to inform and support state and regional energy policy agendas.
      • ·         Work closely with Director of Innovation and Development to set and implement Innovation and Development strategy and long-range planning.
      • ·         Develop and manage an annual action plan for contracted and grant-funded initiatives, monitoring their performance and ensuring they are managed to produce the expected results.
      • ·         Write proposals, develop budgets and manage proposal development teams comprised of internal and external partners and subject matter experts.
      • ·         Hire and direct the work of professional consultants such as grant writers.
      • ·         Manage the review and approvals of new opportunities by executive leadership and the Board of Directors.
        • ·         Draft and negotiate contracts with funders and subcontractors.
        • ·         Collaborate with HR and department managers to develop staffing plans and help hire staff to implement new opportunities.
        • ·         Manage the transition and hand-off of new opportunities to implementation teams. This includes providing short-term management of new external contracts, helping to onboard and train staff, and team training on managing contracts and grants.
          • ·         Collaborate closely with finance and legal teams to ensure compliance with grant requirements, including federal compliance regulations.
          • ·         Develop and implement a change management strategy that includes frequent internal communications and engagements across the organization to build awareness, knowledge and support for Innovation and Development.

 

SUPERVISORY RESPONSIBILITY
  • No supervisory duties.
POSITION REQUIREMENTS 
  • Minimum of a Bachelor’s degree and demonstrated 8 years of experience in non-profit development, policy development, or program management. Master’s degree or MBA can substitute for some experience.
  • 5 years of experience managing projects and 3 years of experience successfully leading project teams.
  • Experience negotiating and managing complex contracts, including budget development, goals and deliverables.
  • Demonstrated knowledge of customer-centered product development practices, e,g, Lean Start Up, Human Centered Design, etc.
  • Demonstrated knowledge of clean energy policy and stakeholder network on a regional and national level.
  • Demonstrated ability to define strategic market directions and translate these to a coordinated set of goals, actions, approaches and key indicators.
  • Strong analytical, writing, and verbal communications skills.
  • Strong interpersonal and contractor and personnel management skills.
  • Demonstrated understanding of business development in a non-profit context.
  • Teamwork, integrity and a customer service orientation is highly valued. Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.
  • Proven organizational, technical and hands-on analytical capabilities.
