Position Summary:

Under the direction of the Chief Operating Officer (COO), the Director of Mental Health will lead the mental health team to meet both strategic and operational objectives of the program. In collaboration with the COO will participate in the process to develop a program strategy that is quality driven and financially viable by analyzing historical trends, current and future demands, and assessing the needs of Drew CDC’s clients. The Director of Mental Health will develop department goals and objectives annually, policies and procedures focus on ensuring compliance with contracts, and adherence to federal and state laws, documentation standards and clinical service delivery standards.

The Director of Mental Health is responsible for all facets of the mental health and wraparound program’s operations working to maintain efficient and effective operation and use of resources while providing high quality service to all clients. The Director of Mental Health will play a key role in achieving the overall program performance goals, operations, productivity, and outcomes.

Essential Job Functions:

Program Oversight

  • Oversee the coordination, integration, and delivery of clinical and administrative operations, ensuring that the expectations of funders, partners, clients, and other stakeholders are consistently met.
  • Ensure clinical fidelity to treatment protocol, and systems of program management are developed to comply with regulatory agencies, contractual obligations, and funding source requirements.
  • Monitor and track utilization of program services to ensure contract/grant funds are maximized.
  • Coordinate and analyze the appropriate data to inform the programmatic and operational decision making process, delivery of qualitative and quantitative goals and outcomes of program services.
  • Oversee and monitor the design and writing of proposals, grant agreements and sub-contracts, and ensure completion of technical scopes of work and implementation plans in accordance with the funder terms and conditions.
  • Develop and implement new clinical programs and ensure sufficient training by clinicians and supervisors.
  • Act as liaison with Department of Mental health and Provider meetings.
  • Participate as a leadership member in management meetings, agency-wide decisions, and strategic planning.
  • Participate in mental health policy and community meetings, marketing, and giving internal and external presentations.
  • Lead the preparation of high-quality narrative quarterly, final, and ad-hoc projects reports for grantors.
  • Provide periodic reports to executive management and the Board.
  • Work collaboratively with the Executive Leadership Team to fulfill the agency’s mission and achievement of its strategic goals.

Budget Responsibility

  • Develop and administer the mental health program annual operating budgets to maximize contract allocation.
  • Develop forecast of funds needed for staffing, equipment, materials, and supplies; monitor and recommend approval of expenditures within approved limits.
  • Responsible for the maintenance of excel spreadsheets including projection activities. Serve as liaison and resource to programs and administrators regarding financial data and proper budget procedures and practices. Resolve related problems.
  • Prepare program cost analysis, with recommendations to management for final decision making. Participate in multiple, special, and confidential projects as assigned by the COO.

Minimum Qualifications:

  • Master’s in Social Work or related social services field
  • LMFT or LCSW licensure with Board of Behavioral Sciences
  • Minimum of five (5) years mental health program and clinical staff management, working with LAC-DMH managed care system, Medi-Cal procedures, and operational budgets.
  • Minimum of three (3) years counseling experience.
  • Experience working with diverse populations.
  • Experience with Exym Electronic Health Record (EHR) software.
  • Ability to communicate effectively - verbally and in writing.
  • Strong organizational skills.
  • Commitment to teamwork.
  • Basic computer skills required – Word, Excel, Software applications.
  • Bilingual in English and Spanish, preferred but not required.

Physical Requirements:

  • This position requires the ability to do light work: A negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
  • The worker is subject to both environmental conditions: Activities occur inside and outside.
