What We're Looking For:

We are seeking a Business Analyst Supervisor who,under the direction of the Chief Technology Officer, the Business Analyst Supervisor acts as liaison/proxy between CSI personnel and CSI vendors/business associates for problem resolution and system enhancements. On an as needed basis, the Business Analyst Supervisor will be assigned the role of Project Manager for CSI initiatives.  Typical duties are comprised of, but are not limited to: project scope definition and development, analysis and documentation of business processes, business requirements, and System Specifications.  In addition, the Business Analyst Supervisor shall verify that developed or acquired solutions meet the specified business needs, and assist with the user acceptance testing and system implementation. Duties also include overseeing of CSI Business Analyststaff and the Programs Technical Trainer.  Additional duties include the recommendation of improvements to CSI processes and procedures. The Business Analyst Supervisor includes the delivery of quality services in the following areas: 

  1. Procure goods and services in accordance with the quality, quantity and delivery requirement of the requisitioning department, the agency policies and procedures, and State and Federal procurement guidelines.
  2. Supervision of the CSI Business Analyst staff and the Programs Technical Trainer.
  3. Develop a thorough understanding of the Agency's Child Care Subsidy system and Funder regulations and requirements.
  4. Partnering with designated stakeholders to improve performance through process improvements, system enhancements (major/minor) and training.
  5. Analyze and document business process and workflow, gather user requirements, and define specifications for systems development or acquisition.
  6. Responsible for gaining approval of change request documents by all relevant stakeholders and holding the necessary reviews needed to gain such approvals.
  7. Project Manager for assigned initiatives which include the responsibilities to plan, document, develop specific course of action, timeframes and deliverables required to successfully implement projects, and to implement standardized project methodology.
  8. Responsible for supporting the quality assurance and business user teams in testing system changes either as part of a project or in support of other non-project work including production issues, break/fixes and major/minor enhancements.
  9. Impart in-depth business knowledge to end users and project teams.
  10. Evaluate developed or acquired solutions for optimal efficiency and best match for functional requirements.
  11. Provide user support and diagnostic skills for trouble shooting system problems.
  12. Support team members throughout the project lifecycle.
  13. Apply contractual requirements to operational processes and procedures.
  14. Assist in design and implementation of user training programs.
  15. Keep abreast of child care industry regulations and best practices.
  16. Perform other duties as assigned. 


  • Bachelor's of Science degree in Business, Computer Science or related field required. Six years of related, verifiable work experience may be substituted for college level education.  Project Management certification preferred.
  • Must have knowledge of business process analysis, including process documentation, requirements gathering and specification definition. 
  • Must be familiar with project management best practices (PMI) and business process re-engineering methodology. 
  • Requires knowledge of organizational business requirements, business processes and workflows.  Extensive knowledge of child care services funding and contractual requirements is desired.
  • Requires excellent problem solving, business process analysis, Project Management and documentation skills. 
  • Must have outstanding oral, written and interpersonal skills. 
  • Excellent presentation, facilitation and meeting management skills are required. 
  • Requires a high degree of flexibility and ability to work with all organizational functional areas. 
  • Strong decision-making ability is required with the ability to prioritize work and handle multiple tasks. 
  • Requires excellent desktop computing skills with emphasis on MS Office products
  • Experience with MS Project is desired.
  • Minimum five years experience managing/creating process and procedures for mid to large sized functional unit, with three years experience functioning in an adviser capacity to organizational leaders.
  • Must have experience interpreting and applying contract language to workflow and procedure, and experience acting as a project lead implementing software applications as functional area proxy.
  • Require strong analytical skills and ability to solve complex business systems problems in environments with resource constraints and high levels of regulation.
