Californians for Justice is a statewide grassroots organization working for racial justice by building the power of youth, communities of color, immigrants, low-income families, and LGBTQ communities. Led by students, we organize to advance educational justice and improve our social, economic, and political conditions.
CFJ is the only grassroots organization in California that organizes youth to have a voice in both local and statewide education policy. Our campaign and policy reform goals at the local and statewide levels include adequate and equitable school funding, increased access and success in K-12 and higher education, and ending the “school-to-prison pipeline.” We lead the Student Voice Campaign, a statewide alliance of organizations working to ensure the voices of students are heard, valued, and reflected in decisions that affect them. Our recent victories include a requirement for districts to include student input in school budgeting through our Student Voice Campaign in 2014, and the passage of the historic Local Control Funding Formula in 2013. CFJ currently has four regional offices in Fresno, Long Beach, Oakland and San Jose, 25 full-time equivalent staff and a budget of $2.5 million.
Californians for Justice is growing, and we are creating a new Operations and HR Manager position to ensure our staff have the skills and support to do their jobs well. This role is a fantastic opportunity for an HR professional to strengthen our systems as we expand our staff and implement exciting HR projects. We are seeking an experienced, highly competent, and highly organized team member who is good with both people and systems.
The Operations and HR Manager will manage a wide range of CFJ’s human resource activities, from HR administration, to supporting staff performance, to managing organization-wide processes. They will supervise and support the Operations Associate, who coordinates CFJ’s administrative, infrastructure, and technology systems. They may also supervise a new Events Associate position. The Operations and HR Manager reports to the Senior Operations Director and is full-time and exempt. In all duties and responsibilities, this position exercises discretion and independent judgment. The position can be located in any of CFJ’s four regional offices - Fresno, Long Beach, Oakland, or San Jose.
Human Resources Management (75%)
Partner with the Senior Operations Director to develop and implement strategies for human resource management at CFJ.
Manage all HR administrative processes, including payroll, paid time off, and benefits.
Support the hiring of new staff members including recruitment, hiring, onboarding and orientation, as well as offboarding and other staff transitions.
Manage annual performance reviews & individual goal-setting, including providing coaching to staff and managers to ensure quality and consistency.
Maintain and improve personnel policies and informal personnel guidelines.
Manage salaries, including updating salary ranges, conducting salary comparisons, and working with managers to implement changes.
In partnership with the Senior Operations Director, work with directors and supervisors to solve personnel issues.
Research, problem-solve, and make recommendations to the Senior Operations Director on complex HR questions that inevitably arise.
Maintain awareness and knowledge of labor law and assure organizational compliance, including providing guidance to staff. Conduct ongoing evaluation of all human resources practices, policies and programs to manage organizational risks.
Manage organization-wide processes including annual goal-setting, quarterly planning, and staff retreats (three times/year).
Help coordinate efforts to create and maintain a positive organizational culture.
Support the Senior Operations Director on other human resource matters as needed.
Nonprofit Infrastructure and Technology & Supervision (25%)
Supervise Operations Associate who coordinates all nonprofit infrastructure and technology systems.
Ensure quality of ongoing processes and one-time projects in technology, office management and infrastructure, insurance & contracts, and legal compliance & risk management.
May supervise Events Associate in managing logistics for all CFJ internal events (staff retreats, board meetings) and statewide program events.
Build a strong relationship with your team members, hold regular check-ins, and invest in their growth and development.
Participate in CFJ grassroots fundraising campaigns and events.
Participate in occasional organization-wide campaign events.
Participate in cross-department committees and teams.
Support finance projects that involve intensive staff participation, such as annual budgeting process or improving reimbursement processes.
Other duties as needed
At least three years’ experience in a range of nonprofit human resource functions, including at least some of the following areas: payroll, benefits, hiring & onboarding, performance reviews, staff development, personnel policy revisions, salary range updates, and organizational development.
Strong interpersonal skills. Ability to work and support people from a variety of racial, ethnic, socioeconomic, educational, sexual, and gender backgrounds.
Demonstrated ability to set up processes, systems, and workflows, ensure adherence and follow-up, and continually improve them.
Experience in administering complex policies and procedures.
Familiarity with key federal and state labor laws
Excellent communication skills, both written and verbal.
Good judgment to manage sensitive and confidential matters.
Exceptional attention to detail and high level of accuracy
Self-starting and proactive
Ability to organize and prioritize a complex work plan with ever-changing details. Excellent time management skills.
Strong analytical and research skills; ability to research, learn, and make a recommendation about HR issues

Familiarity with accounting processes is a plus.
This position will work out of one of CFJ’s four regional offices. Offices are shared among several employees.
Able to work on a computer, including sitting at a desk, for extended periods of time. Able to read a computer screen. Manual dexterity to operate a keyboard.
Able to speak clearly on the phone and in person and be understood by others.
Able to occasionally lift objects weighing up to 10 pounds.
$47,500-$57,000, depending on experience and qualifications. CFJ provides a generous benefits package; we pay 100% of monthly premiums for medical, vision, and dental coverage for staff working at least 20 hours a week and their dependents. We also offer substantial vacation days and time off.
