The following statements reflect the general duties and responsibilities of this classification, but
should not be considered an all-inclusive listing. The incumbent is also expected to meet the
City's standards for interpersonal and team behavior, customer contacts, and supervision. Incumbents may also perform other duties as assigned, including work in other functional areas to cover absences or to meet current workload needs. May work overtime as needed.
Inspects development sites from prior to initial disturbance through final completion (i.e. finished structures and site stabilization) and inspects stormwater treatment and flow control facilities for permit compliance during construction.
Assists in the implementation of the City's inspection and enforcement program for construction sites and for public and private, temporary stormwater drainage systems.
Reviews stormwater submittals prior to permit issuance, including: plans, reports, and specifications for residential and commercial construction projects, and attends pre-submission meetings and pre-construction meetings as applicable. Reviews grading permits to ensure erosion and sediment control requirements are met.
Ensures the Certified Erosion and Sediment Control Lead (CESCL) and long term Operation & Maintenance responsibility is identified and adequately documented throughout the life of a project.
Inspects construction sites to provide quality assurance that the CESCL is ensuring the adequacy of erosion and sediment controls in accordance with the approved Stormwater Pollution Prevention Plan (SWPPP) and conditions of the Construction Stormwater General Permit. Ensures that the SWPPP documentation/plan is on site during construction activities.
Inspects a variety of Best Management Practices (BMPs) and infrastructure on both public and private sites to ensure compliance with maintenance standards/schedules and City codes.
Develops and maintains within the City's permit tracking system a variety of records, reports, field notes, and photos documenting construction sites and stormwater facilities. Ensures that the Operator/Permittee files a "Transfer of Coverage" to transfer the Construction Stormwater General Permit when the Operator/Permittee changes. Reviews/manages project documents (NOIs, agreements, etc.) and ensures proper recordkeeping.
Collects samples for water quality monitoring to verify that the performance of stormwater treatment facilities are meeting approved plans.
Assists the City's NPDES Permit Coordinator(s) in preparing the Annual Report of the City's overall Stormwater Management Program to the Department of Ecology.
Educates applicants, design professionals, developers, contractors, business and property owners about City requirements for stormwater pollution prevention plans and stormwater facility design, construction, and maintenance. Makes presentations and attends meetings as a representative of the Department. Answers questions in the field, on the telephone, in email, and in person at City Hall and assists citizens in understanding stormwater regulations.
Responds to reported violations of City Stormwater Ordinances pertaining to SWPPs and conditions of Construction Stormwater General Permits. Determines if code violations have occurred and follows up with enforcement procedures to implement corrective actions.
