INTRODUCTION AND BACKGROUND
Safe Horizon is the nation’s leading victim assistance organization. Our mission is to provide support, prevent violence, and promote justice for victims of crime and abuse, their families and communities. Our various programs are located throughout the five boroughs of New York City in court houses, police precincts, shelters, and community offices. Safe Horizon’s first priority is the safety of those who seek assistance. We envision a society free of family and community violence. We are leading the way by empowering victims to move from crisis to confidence.
Safe Horizon seeks Crisis Debriefing Services on an as-needed basis to provide supportive services to staff following critical incidents such as client fatalities, child fatalities, death or serious injury of a client or staff member, threats or assaults on employees as well as other potentially traumatic events that may occur in or associated with the workplace. The goal of this service is to help Safe Horizon staff reduce stress and speed the recovery process.
Scope of Services
Individual or group sessions may be scheduled
Participants’ confidentiality will be protected
Facilitators will help staff to identify their stress reactions following a critical incident
Sessions will be led by staff trained in trauma-informed care
Follow-up sessions with staff can be scheduled as needed or indicated
Referrals can be made to outside mental health providers or Safe Horizon’s Employee Assistance Program, as needed
The length of contract is for one year with the possibility of annual extensions.

Proposal Instructions and Requirements
All proposals must include the following requested information in the appropriate sections as defined herein. Proposals that fail to meet one or more of the criteria may be determined to be non-responsive and may be disqualified from further consideration by the evaluation panel. Proposals should not exceedthree pages long.
Section I: Introduction
Section II: Consultant / Company Information
Consultant name, and name of associated company, if applicable. Include all contact information.
Provide an overview of the company and organizational structure, its services and philosophy/culture. Information provided in this section should include: number of years providing similar services. Describe the company’s qualifications and relevant experience in providing services as described in this RFP.
Identify members of your staff that would be assigned to this contract and provide a summary of their qualifications, percentage of their time you anticipate they would be dedicating to this contract and their availability to travel to our New York City headquarters and to any of our sites across NYC (some addresses are confidential).
Include updated biographies of all key persons involved in servicing this account. For each person involved, describe his or her experience. For each person identified, include information indicating the length of time with the agency/company, length of service and approximate number of clients served.
Clearly outline the procedures for securing an on-site consultant on relatively short notice and the expected time frame in which appointments can be secured.

Provide your proposed fee structure, and any other costs based upon the services you will provide.
Proposals received will be evaluated based on the following criteria to determine each bidder’s experience and qualifications. The order does not indicate relative ranking.
Demonstration of competence, technical expertise, expertise in services described herein,
Demonstrated record of responsiveness and quality of customer service on this type of program
Past performance as determined by reference checks,
Both the Consultant’s capabilities and the experience of individual team members assigned to supervise, if anyone.
Resources available to the Consultant
Availability to travel as needed to NYC headquarters and as needed across all of our NYC sites
Rates fees or charges including the level of detail provided in the fee information, as well as the willingness of the Consultant to offer a flexible payment schedule
Responsiveness of the RFP, including clarity and organization of response, clear presentation of experience and approach to ensuring the needs of Safe Horizon are fully met.
Final Evaluation and Selection
Based on review of the written response, Safe Horizon, INC. will select a short list of candidates.
Each selected finalist will be evaluated with consideration given how they best meet the needs of Safe Horizon, INC. and the basis of capacities described in their written proposal and oral presentation. The organization that best matches Safe Horizon, INC.’s objectives will be selected.
Safe Horizon, INC. is not obligated to pay any costs incurred by any company in the preparation of a proposal in response to this RFP. All costs incurred in developing a proposal are the responsibility of the vendor.

All proposals shall also include a cover letter summarizing the proposal. The cover letter shall specify that the signatory to the letter is legally authorized to commit to all the terms and conditions contained in the proposal.

Careful consideration should be given before confidential information is submitted to Safe Horizon as a part of your proposal. Review should include whether it is critical for evaluating a proposal, and whether general, non-confidential information, may be adequate for review purposes. However, Safe Horizon, INC. cannot guarantee the confidentiality of any information submitted.
This RFP does not commit Safe Horizon, INC. to award a contract, pay any costs incurred in preparing a proposal, or to procure or contract for services. Safe Horizon reserves the right to accept or reject any or all proposals received, to negotiate with all qualified sources, or to cancel in part or in its entirety the solicitation when it is in Safe Horizon, INC.’s best interests.
The contractor shall disclose any indictment for any alleged felony or any conviction for a felony within the past five years, under the laws of the United States or any state or territory of the United States and shall describe circumstances for each. If a vendor is an association partnership, corporation or other organization, this disclosure requirement includes the organization and its officers, partners, and directors or members of any similarly governing body. If an indictment or conviction should come to the attention of Safe Horizon, INC. after the award of contract, Safe Horizon, INC. may exercise its stop-work right pending further investigation, or terminate the agreement; the contractor may be subject to penalties for violation of any law which may apply in the particular circumstances. Contractors must also disclose if they have ever been debarred or suspended by any agency of the U.S. Government of the New York State Department of Labor.
