WRA’s Clean Energy Program works to reduce the environmental impacts of electricity production in the region by fostering a transition away from fossil-fueled resources towards renewable energy, energy efficiency, and other clean energy technologies, with a primary focus is on reducing the power sector’s contribution to climate change. Position Summary WRA is seeking a Flexible Grid Policy Analyst who is passionate about Western communities and the protection of the natural environment to represent WRA’s Clean Energy Program in Colorado. This position is intended for an individual with 3-5 years of experience in energy policy, ideally with an educational background in electrical engineering. This position provides an exciting opportunity to shape state-level energy policy and build our clean energy future. Reporting to the Deputy Director of the Clean Energy Program for Colorado and Nevada, the Flexible Grid Policy Analyst will provide technical and policy expertise necessary to guide WRA’s participation in various rulemaking and litigated proceedings at the Colorado Public Utilities Commission, while also assisting in WRA’s legislative advocacy efforts. In partnership with other members of the Clean Energy Program in Colorado, the Flexible Grid Policy Analyst will collaborate with diverse partners, identifying emerging issues in distributed energy resource deployment in order to create and leverage opportunities to and advance environmentally beneficial solutions through negotiation and strategic litigation. Location The position is based in either the Boulder or the Denver office of WRA. (If based in Denver, at least one day of travel per week to WRA’s Boulder office will be required.) Job Responsibilities - Develop and advocate for policies and mechanisms that reduce the environmental impact of electricity production in the Interior West by creating the flexible electricity grid that will serve as the physical foundation of our clean energy future, with a particular focus on supporting WRA’s Clean Energy Program work in Colorado. - Track regulatory proceedings and other state-level forums to proactively identify opportunities to advance WRA’s objectives. - Represent WRA in regulatory, legislative, and other policy forums, including through written and oral testimony. - Collaborate with WRA program and Communications staff to produce and disseminate materials that effectively communicate our mission, goals and the results of our work to external audiences. - Build trust and leadership relationships with representatives of regulated utilities, regulators, consumer advocates, clean energy and environmental advocates, and other electric industry stakeholders in order to advance clean energy and the flexible grid of the future. - Identify and manage effective coalitions of diverse partners to achieve results. - Monitor and track relevant state and federal policy developments. Qualifications - Three to five years of experience working on energy system issues and a personal commitment to a cleaner environment and a more sustainable energy future. - Graduate or equivalent relevant experience in engineering, physics, economics, environmental studies or public policy, with experience in electrical engineering preferred. - Strong written and oral communication abilities. - Excellent analytical skills. - Experience testifying as an expert witness before state public utility commissions is desirable. - Self-motivated, ability to work independently on multiple projects with hard deadlines. - Ability to build relationships and collaborate effectively with a variety of stakeholders. - Genuine passion for the mission and work of WRA. - Willingness to travel 10% of time.
