  Job Description


The primary objective of this position is to manage and oversee all food procurement, including purchasing foods, placing USDA (TEFAP) orders, and acquiring food donations from grocery stores, warehouses, brokers, distributors, growers, manufacturers, Feeding America, and other food banks. This position will supervise and manage the Food Resources Team and will be responsible for coordinating with various departments both internal and external.


1.  Donated Food Solicitation

  • Identify and develop relationships with food suppliers, manufacturers, food companies, grocery stores, distributors, restaurants and other food related entities to increase overall food donations.
  • Identify prospective food bank service area food donors; research partnership opportunities.
  • Initiates and builds relationships with key donors and vendors.
  • Work with vendors and farmers to secure best prices purchase for identified food.
  • Directs all activities related to the acquisition of donated food from corporate donors, food shows, food drives and others.
  • Directs all food purchase activities; develop and maintain strategic alliances with members of the food industry to ensure consistent supply of core commodities.
  • Monitor, manage and train the food sourcing staff to promote individual growth and professional development.
  • Routinely communicates to key donor contacts through telephone, e-mail and scheduled visits throughout the food bank service region. Visit sites and establish face-to-face relationships with partners.
  • Maintain monthly, quarterly, and annual reports relating to Food Resources Supply Chain activities. Maintain accurate and timely donation spreadsheets and provides reports as required.
  • Routinely evaluate donation levels of individual stores/donors to assess benefit.
  • Maintain and update the Food Rescue Standard Operating Procedures Manual.

2.  Food Procurement

  • Assess needs related to food purchase requirements for food bank, including Subsidized, HOPE, COOP, EFSP, Brighter Bites, and special events, and make recommendations to procure items for the Supply Chain Department.
  • Research food acquisition and purchasing options through Feeding America and other sources for food purchase programs, including Subsidized and Co-Op purchase/ re-sale food items.
  • Obtains price quotes, interacts with, sources and vendors, and makes purchasing recommendations and approved food purchases based on established criteria.
  • Sources and purchases food items for HOPE, and works with Supply Chain team to move inventory to HOPE program as needed.
  • Interacts with other departments to obtain recommendations on desirable food items and program feedback.
  • Maintains mutually beneficial partnerships and on-going communications with other food banks in Texas through the Feeding Texas network as well as other Feeding America food banks in other states.
  • Manages budgets for Subsidized, Co-Op, EFSP, HOPE, and Brighter Bites food purchases.
  • Procures all food items for the Brighter Bites program, in conjunction with Brighter Bites staff and Warehouse Management.
  • Manages procurement of VAP/freight produce loads through Feeding Texas, Feeding America, other food banks, and vendors.
  • Works closely with Partner Agencies to source donated or purchased produce loads for delivery to produce hubs/shipping containers.
  • Provides BOLs, receiving reports, and other reporting to Feeding Texas for sourced produce loads.
  • Coordinates shared loads with other food banks.
  • Works directly with transportation companies or brokers to ensure timely delivery of purchased loads.
  • Creates Purchase Orders and maintains records of all purchases.
  • Works with Texas Department of Agriculture (TDA) to place TEFAP (The Emergency Food Assistance Program) and USDA bonus load orders.

3.  Product Inventory Management

  • Closely monitors available inventory of critical food items for general partner agency distribution and dedicated programs on a daily basis.
  • Provides timely product turn reports to facilitate short and long term acquisition and budget decisions.
  • Maintains reports on food inventory status and monitors and reports on food availability trends.
  • Works with Operations staff to identify food items with short-term dating or shelf life and promotes distribution to minimize waste.

4.  Management

  • Develop, manage, and supervise the Food Resources staff and interns.
  • Oversees food rescue program (assigned to Food Sourcing Coordinator).
  • Delegate projects and tasks to Food Resources staff as needed.


A.   Education, Experience, and Training

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA). Major course work in Non-Profit or a related field preferred.
  • Two – four years of full-time, wage-earning experience with food service procurement and/or inventory management.
  • Two years of supervisory experience required.
  • Ability to travel (via fleet vehicles) within the Central Texas Region.
  • Maintain a current Texas State issued Driver’s License along with current and valid proof of vehicle liability insurance (minimum of $500,000) required.

B.   Knowledge and Skills

  • Demonstrated experience with budget development and execution.
  • Knowledge with providing effective training, supervision and delegation of others.
