  Job Description

Under the supervision of the Director of State Programs, the EHS-CCP Eligibility/Data Coordinator will develop and/or revise policies and procedures related to recruitment, eligibility, enrollment, tracking and monitoring in accordance with the California Department of Early Education and Services Division (CDE/EESD) and the Head Start Program Performance Standards (HSPPS). The Eligibility and Data Coordinator is responsible for ensuring continuous full enrollment and full compliance with the funding sources. The Eligibility/Data Coordinator works closely and coordinates with the EHS-CCP ERSEA/Family Engagement Coordinators. This position has direct supervision responsibilities as well as collaboration requirements that ensure comprehensive program support.


Responsibilities include:

  • Assists in developing, revising and implementing program-operating policies to ensure that the EHS-CCP/CCTR/CSPP programs meet all applicable requirements including the California Department of Early Education and Services Division(CDE/EESD), the Head Start Performance Standards, and all applicable state, licensing, regulatory, and agency guidelines.
  • Coordinates recruitment activities in partnership with EHS-CCP ERSEA/Family Engagement Coordinator. Ensures recruitment activities are carried out and oversees the quality, output, and effectiveness of those activities.
  • Is responsible for maintaining a waitlist of eligible children at all times. 
  • Selects children to fill vacancies within the program’s stipulated guidelines. 
  • Monitors all child and family data pertinent to CDE/EESD and EHS-CCP eligibility, recertification and services as entered into NoHo and Child Plus. Utilizes and organizes data to formulate reports and analyze outcomes.
  • Reviews and approves CCTR and EHS-CCP files to ensure that all pertinent family eligibility information included is in accordance with CDE/EESD regulations and the HSPPS.
  • Works collaboratively with EHS-CCP ERSEA/Family Engagement Coordinators and Family Advocates.
  • Provides advanced reports to ensure the necessary steps and actions are taken in a timely manner to maintain accurate status of families in the child care subsidy program. 
  • Provides one-on-one training/modeling/assisting to staff related to CDE/EESD regulations and agency guidelines.
  • Uses data collection to ensure CCTR file re-certifications and updates are completed in a timely manner and provides monthly reports on program-wide compliance with CDE/EESD regulations.
  • Responds promptly and appropriately to families, EHS-CCP staff, and administrators.
  • Maintains current and up-to-date knowledge of State and Federal regulations. 
  • Assists staff in creating reports and helps the administrative staff review and analyze the reports that will assist the leaders of EHS-CCP make sound decisions regarding the future of the programs.
  • Other duties as assigned.


 Supervisory Responsibilities: 

  • Three years of supervisory, administrative or training/monitoring experience in Child Care subsidy programs funded by the California Department of Early Education and Services Division (CDE/EESD).
  •    Is responsible for the overall direction, coordination, and evaluation of the direct reports.
  •    Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  •    This job supervises three Data Entry Clerk positions. 


Education & Qualifications:

The successful candidate must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and abilities required. 


  • Bachelor’s degree in Social Work, public administration or related field, including at least three years of supervisory/administrative experience.
  • Must have demonstrated track record of working with CDE/EESD contracts, Education Code, Title 5, and state licensing (Title 22) regulations.
  • Knowledge of the Head Start Program Performance Standards related to Eligibility.
  • Knowledge and experience in the philosophy and practices of infant/child/family health and well-being.
  • Experience working with culturally and socioeconomically diverse families and children needed.
  • Must have knowledge of Title 5, Title 22, Head Start Performance Standards and Head Start Act.
  • Experience in managing programs in data-managed or data-sensitive environment required.
  • Use computers, especially MS Office, NOHO, Child Plus, email and Internet, to store data, analyze data, write reports and conduct research related to enrollment, eligibility, need and services provided.
  • Bilingual (English/Spanish) preferred.
  • Valid California Class “C” driver’s license and proof of automobile insurance.
  • Access to reliable transportation.
  • Excellent written and communication skills.
  • Demonstrate coaching, training, and leadership skills.



The successful candidate will have the ability to perform the following functions with or without reasonable accommodations:

  • Successful completion of pre-employment Physical exam and TB Clearance.
  • Successful completion of background check including DOJ, FBI, CACI and Sexual Abuse Registry.
  • Current certification in CPR and First Aid.
  • Must follow and abide by the Standards of Conduct.
  • Adherence to the Child Abuse Reporting Mandate.
  • Duties are performed at one and/or multiple centers/sites.
  • This position is required to work a flexible schedule as work will be required during evening and weekend hours.
  • Valid California Driver's license, good driving record (DMV check will be conducted); and proof of automobile insurance as driving a vehicle to attend parent meetings, home visits, and community meetings is required.
  • While performing the duties of this job, the employee is regularly required to change position; to sit, stand, walk, climb or balance; to stoop, kneel, crouch or crawl; to bend, twist and reach with hands and arms.
  • Lift and/or move up to 45 lbs.
